On a tax refund check, what do the letters AND OVR stand for? Would that stand for amended overpayment?

The tax refunds that tax payers are receiving that are seperate from the 2007 returns filed, are not being mailed out until May. Could this check received be this refund?
I received a tax return check recently and I did not sign any papers yet, so this can’t be for 2007 returns and the rebate checks are not being mailed until May, so what can this check possibly be for, if I went for my taxes and did not get the papers back yet to sign?

I have heard that the rebate checks couldn’t be taken by the IRS ,it is money to do as you please from the government,is that true or a lie.
